Definitions and Causes
One of the more interesting analytical tools in baseball is one that is, to some extent, so obvious that we tend to ignore it, but truly understanding it can greatly increase one's understanding of the game itself, especially in the area of talent evaluation. Park factors are, quite simply, an acknowledgement that scoring runs (and, by extension, all of the components that go into scoring runs) is not equally difficult in all ballparks. Not all of the components are equally affected, of course -- some parks increase doubles at the expense of home runs, for example -- but it's usually possible to get a feel for how the park changes the perceptions of a team's performance by looking at how both the team and their opponents perform in both their home and road games.
There are actually two types of park factors. The first, the type I'm looking at here, is designed to measure the effect of the park on the raw statistics. The factors I discuss here, for example, are computed simply by dividing the average number of runs per game for both teams in home games by the average number of runs per game for both teams in road games. That gives a number which is a reasonable ratio of how much the park increases or decreases the number of runs scored.
The second type, which I don't have individual player data to look at, examines the effects of the park on a player's stats. That just means that the factor needs to be weighted to take into account that the player plays some percentage of his games at home and some percentage on the road. In the pros, where those percentage are each around half, that's easy; in college, it's harder because of unbalanced schedules.
There are quite a few characteristics that can figure into a park's effect, some of which are static and some of which can change from year to year. Park size and configuration, including the amount of foul territory and the height of the fences, tends to be fairly static, and the altitude is constant barring earthquakes and wholesale moves of the campus. Weather factors, including wind and humidity, can vary from year to year -- one year, for example, all of the West Coast major league parks showed up about 5% lower than usual due to early season weather problems. Jim Carr has written a neat little Java applet that will let you play with some of these factors and see what they do to the distance of a batted ball.
As I said earlier, understanding park factors can have a dramatic effect on talent evaluation. Teams which play in parks which tend to suppress offense tend to overestimate the quality of their pitching staff and underestimate their hitters, and vice versa for offense-heavy parks. This can cause unwarranted player moves at times and can also heavily affect the recruiting process as a team's needs are misidentified.
Bear in mind that the quality of a team, either offensively or defensively, generally has no effect on the park factor, since we're looking at runs scored by both teams. There are, of course, teams which take unusually good advantage of their parks through things like the ground ball/fly ball ratio for their pitching staff, for example, but in most cases there's no connection between team quality and park factor other than the player selection factors mentioned above.
Some Preliminary Data
Because of those changing factors that I mentioned above, finding the right amount of data to consider when calculating park factors is a delicate matter. More than three years can be problematic because of weather shifts and stadium changes, but one year can be too short to get an accurate reading. Of course, these matters are greatly aggravated, as always, by the short college season and the huge number of teams involved. Ideally, I think I'd like to have at least four years of conference play (in college, it's necessary to have an even number of years, as we discussed last week), but I don't have that much data yet. Even that would be leave the numbers a bit suspect, because we're only talking about fifteen or so home and road games each year.
I've taken the same data set, more or less, that I used to examine home field advantage last week -- the set of all conference games from the 1999 and 2000 season. Because I wanted to include the former WAC teams in this because they were likely to have some interesting park factors due to geography, I included all WAC games from 1998 and 1999. The results are interesting, although the small sample size tends to require a bit of common sense in viewing the results.

There are a couple of thoughts that come from this. One is that major conference teams are a bit scarce on these two lists. That's probably because the bigger conferences tend to have better facilities, and those tend to be more homogenous. There are also relatively few really good teams on either list, but that may just be an echo of the lack of major conference teams.
The other fact is that the last place team (or first place, depending on how much you like pitching duels) illustrates an important fact about park factors -- they can only exist in context. In this case, because we're, of necessity, only looking at conference games due to the requirement for at least a loose symmetry, each park is measured relative to the other parks in the conference. From what I remember of Tony Gwynn Stadium, it's a fairly normal size and shape stadium, and San Diego has relentlessly normal weather. However, because it was measured in the context of all the other WAC ballparks, several of which were half a mile or more above sea level, many fewer runs were scored in SDSU home games than in road games.
Before I close with the full list, I want to point out an example to show why these numbers should be taken as a guide and not as gospel due to the small sample size. Mississippi State shows up here with a park factor of 0.875. That's not unreasonable; it's a reasonably large park by SEC standards, with a ton of foul territory, but it does seem a bit extreme to those of us who know the park. It turns out that MSU played a whopper of a series at LSU this year, with the two teams totalling 72 runs over the course of the three games. If you remove those three games from the calculation, the park factor for MSU rises to 0.963, much more in line with what I would expect. This doesn't invalidate the whole work, I don't think -- most teams didn't have one weekend that was that extreme, and there's no reason to think the teams would have scored 72 runs in Starkville -- but it does indicate that there's a relatively large margin of error at work here.
